on government by deadline. because harry reid has made the cynical, cynical move of not passing a budget through the united states senate over the past several years. it's deeply cynical because the budget shows what your priorities are. harry reid doesn't want the american people to know what the senate democrats' priorities are, so they just don't pass budgets. now, what usually happens is, you have a budget every year. the senate passes their budget. the house passes their budget. they go to conference. we all saw -- we all saw i'm just a bill, yes, i'm only a bill. i'm living here on capitol hill. harry reid, obviously -- he was doing a chicken fight or something while that was going on. he missed that. the senate has been negligent for the past several years. and that's why we have this government by deadline because democrats in the senate will not pass a budget. >> the problem with government by deadline, two things. one, as we saw yesterday, the republicans were the ones who put themselves in a position where if you didn't move forward, they would look to be the more reckl

. we know mitch mcconnell is here. we assume harry reid is here and their staffs are going back and forth. i spoke to one aide who said don't expect for any details to leak tonight. they'll be closed-lipped about this because the idea if anything does leak out it gives more of an opportunity for folks on either party to kill a deal if they don't like what they hear. some sort of a agreement will be announced tomorrow when the house is back in session and the senate is back in session and they can go back to say hey, this is the best opportunity. as far as the likelihood of this kraig, things have not been going well and there's optimism here and there and things are fluid like kristen says and it will be the final deal, but what we do know is these folks on capitol hill are very mindful of the damage that can be done to the economy if nothing is brief. we've had five down days in the stock market and we're preparing the country on tuesday for the first tax increase in 20 years, and i think finally at the end, that's starting to resonate at least with some of the elder members of bot

capitol and assuming he's in contact with harry reid and their staffs are going back and forth. the question has been every single day we've been into these negotiations. what is the threshold that republicans are willing to take to avert the fiscal cliff. there's their 400,000. so everyone who makes $400,000 their taxes would stay the same. would that be acceptable. if there is no deal to be reached we do know that harry reid will try to move forward on monday with the bill for those making $250,000 or below. so that's what we need to see how it will work there. there are types of sweeteners they can do. mitch mcconnell is a tough place and this is the underreported part of the story. he has to figure out a deal that gets through the senate and doesn't make john boehner look too bad in the house and there are a lot of conservatives in the house that don't want to do any type of deal that would raise taxes on anybody even though they'll go up on the entire country the first tax hike in 20 years after monday night. >> and one would also assume that mitch mcconnell would have to back

is saying, you go first, harry reid. harry reid is trying to jam mitch mcconnell into allowing this vote to go forward without the 60-vote threshold, something that's necessary for virtually every vote here in the senate and mitch mcconnell says it's time for president obama to lead. the threshold question is, can something pass the house of representatives? can john boehner put something on the floor that needs the majority of democrat support that will not get republican support and none to speak of that would allow taxes to go up for people making more than $250,000 or 400,000 as was in the president's last offer and the answer to that question remains very, very unlikely. so we are where we are. this ain't schoolhouse rock, that's for sure. it's not like the house passes a bill, the senate passes a bill. this is a stand yau and the looks like the ultimate version of white house gridlock. >> right. and you mentioned the threshold. we have senator murkily on later today to talk about how crucial the filibuster is. i want to go right to steve kornaki here. we talk about the weather

they were down to the wire. we know that call has gone out. harry reid says he has reached out to the president on the phone a couple of times. republicans say there is no single issue that should break this. there is something that democrats are talking about. what we have learned is in an offer presented by republicans last night at 7:00 included within that was a request to make a change to how future increases to the payments of social security would change. not taking any money away presently but over the years to come reducing the amount of increase. that is called chain cpi. for democrats it is a nonstarter. here is majority leader harry reid. >> we're not going to have any social security cuts. at this stage that doesn't seem appropriate. i still hold out hope that we can get something done but i'm not overly optimistic but i am cautiously optimistic. >> so you hear some sense that there might be a potential for movement. i think we have to judge everything in little incremental steps. why do republicans want that? basically their focus is if they are giving on tax increas

out after an impasse breakdown friday night after harry reid and mitch mcconnell essentially broke off negotiations. mcconnell at this point reached out to biden, and the upshot is what you've been reporting. the emerging details of this deal that have been trickling out all day. now, if joe biden is able to get democratic senators to sign on or at least, milissa, and that is an important point, to allow this vote to go forward without objecting to this expedited process that we're seeing here in the senate, and not a moment too soon, as you know, then a vote could conceivably happen some time tonight before midnight, or early into tomorrow morning. because essentially what has happened is the house of representatives has said they are not likely to vote on any product in the wee hours of the morning. in any event, it would not be approved by congress until after midnight until we have technically gone over the cliff, though the impact would be minimal if any impact were felt at all because this bill has built in retroactive provisions. in other words, those tax cuts would be effec

that. majority leader harry reid in the senate, he has been critical in getting things done for the president, but in these last 48 hours or so, his role has been a little bit to the sidelines as the vice president has taken center stage for democrats. and has been able to try to bring this deal together, i also saw in the hallways tone, the president's liason of congress. he has been here working on all kinds of issues, he has a lot invested in this too. there will be people who most folks will never know their names, the key staffers who work very close well these leader who's have done most of the heavy lifting to get to a deal. mitch mcconnell, up for re-election in his home state in 204 1 4 and has that to consider as he goes forward as you think about the pressure on republicans to raise taxes in this deal. they are going to acknowledge doing that. that can be difficult, as well as will they be able to achieve enough spending cuts. there is a political issue for mitch mcconnell personally as well as trying to lead republicans. the president will have made an achievement here.
